nvscv.exe issues Some important questions

1) is it a virus or no? I did some googling and it supposedly can seriously damage your computer

2) why is it that almost every time I get back on my computer it always say Just-in-time debugging disabled for program nvscv.exe: no just-in-time debugger installed (not why I don't have a debugger but why it is having errors?)

Please, I REALLY want to know to make sure my computer is safe and I won't lose this thing (its my only one and Im broke)
If I'm posting, I probably have something horribly wrong with my computer, there's no obvious explanation for it, that's just the way it is.

Just wondering if you have the spelling exact here. n v s c v.exe and not possibly n v s v c.exe. This is rather critical, but just making sure and what location is this file in, thats very imprtant too.
