Interesting but I wonder how much of this is just propaganda in preparation for possible ISP rate increases in the US. They have trying to implement metered services for a few years now and there's much debate as to the true reason.

The answer is simple expand the networks. You are 100% right and with more and more sites pushing music video and high end websites it is only going to get worse. The problem is the networks are not keeping up with the traffic. basically like any major highway more cars than road. Personally I think the US should force all its backbones to expand to the rate of its client base. There is no reason to limit users when they are making billions each year on the same fiber from the 90s.

This is a ploy to boost revenue by all the bandwith providers sitting on miles of 'dark fiber' they could not sell during the dot com bust. Google the following: 'underutilized fiber network' and 'dark fiber' and you'll find there is plenty of available bandwidth, at least here in the US. I cannot and will not speak for other nations fiber infrastructure. 'The glass' is in place, what it needs is to be is 'lit'. That comes at a price in the terms of 'hardware' investments, and datacenters.
The Internet is so big, so powerful and pointless that for some people it is a complete substitute for life.
