BleepingComputer.com: Outlook Will Not Send Messages

I use Hotmail as my main email source.

However, when I want to send something via a website 'contact' it shows as sent, but is not received. I have tested my own email.

I have a Toshiba Laptop, Vista 32 bit OS. It just sits there and the Outbox shows them as still in it. I select "send all" and verify the progress, and it shows in progress forever.
