IE8 and WinPCap

Is there an issue with IE8 and winpcap?

I had a software program that used winpcap to generate a popup when the internet was accessed.

It was working fine on IE and on Firefox. I upgraded to IE8, and it's popping up constantly now.

There seems to be something intrinsically different in the way winpcap handles IE8.

Has anyone else experienced this? Any suggestions?

(The functionality I'm going for is: have winpcap trigger the popup on the first instance of IE opening, and no more.)
