All Programs button doesn't work All Programs button

I have been having some other problems with my computer, in trying to resolve those issues I have lost the ability to use the All Programs button from the start menu. Other buttons such as control panel work, but not all programs.
I dont know what I did to cause this but if anyone can help with getting it back for me it would be appreciated.
It does not work in safe mode either, and I cannot restore my computer to an earlier date.

Log in as an Administrator. Go Start > Run and type

regsvr32 /i shell32.dll

Reboot.
