converting raster to vector

i am trying to understand how to convert a raster image into a vector to make a window decal .. i am using cs2 .. thanks

vector-> raster = easy

raster-> vector = really hard

Its almost impossible if it was a photo, but livetrace is about the closest you'll get. If you're just outlining though, you can do that yourself in Illustrator, or maybe whatever the freeware brand is. I haven't checked that one out.
