BleepingComputer.com: Internet log on problems

-Hi to all, When I try and open internet explorer from desktop shortcuts,sometimes it "half starts" but then hangs; I go to task manager apps and find two instances of internet explorer, and if I end one, both go.Or, nothing happens for a minute or so, then it suddenly loads. In this instance it's as though the computer is ,erm, "saying No!" and will load internet when it's good and ready, no hourglass or any trace that it is attempting to log on.Is this normal...
