Sorry I do not know much about vista, but recently I have restored my pc bu I have noticed in the c drive I have USER and I also have USER_RECOVERED with all my old files which i do not need, my question is how do i get rid of USER_RECOVERED and is it safe top delete?

If you're looking at the files in Windows Explorer, and you're viewing the folders beneath the C:\Users folder, then it's likely safe to delete.
To be sure, MOVE (don't copy) the folder to a new location to see if everything stays the way that you want it. Then, once you're satisfied with it, you can delete it.
