Hi there are some times that a computer may be infected with a malware and you will not able to use IE.
You can try to access internet using Paint or calculator .

Step1. Click Start --> Run --> and type mspaint or calc

Step2. Once you open one of this program press F1

Step3. Place your mouse curser on the yellow question mark and rigth click it and click "Jump to URL"

Step4. Once you press that you will have the option to put an address bar. NOTE: You need to input all the address including "http://"
Example: "Https://www.bleepingcomputer.com"

Hope this helps.

Why Paint or Calculator?

Why not give straight command in Start Menu > Run :
hh http://www.microsoft.com/

It will open microsoft website in HTML help. If your firewall allows HTML Help to access internet.

PS: HTML help also uses IE settings, so you may or may not get lucky there if IE is not working.

Good question.

The reason I posted this info is that there are times that my IE is corrupted or infected by a malware that blocks any antivirus program.

So what I did is go to Safemode with Networking

Access Paint and input a link to be able to launch some program

So far it works for me

Very good trick, many should know about!

I had to do this one before because I got a virus that cleared my desktop, start menu, links, I had to find a way to fix the virus so I went on the net using this methood because I could not access the internet browser anywhere else. I believe my Start > All Programs > Accessories was still there, I opened paint to get the internet browser up. This was a long time ago too.

for those with unresponsive mouse, press Left Shift key + Left Alt key + Num Lock then press OK to activate Mouse Keys. Now, you can move your cursor by using Numpad arrow keys and Num5 for mouse click.
