Computer shows windows loading then Blank Screen with Mouse Cursor

This one truly has me confused. I started one of my computers and it started as normal I saw the Windows logo with the bar scrolling beneath it and the next thing I know I have a black screen with the cursor on it. I am able to move the cursor but can see nothing else. I have tried putting in a new video card in and am still getting the same problem. I have tried rebooting the computer in safe mode but it also does not give me a screen now safe mode does display drivers before showing blank screen with cursor. Any Suggestions on how to correct this?

Have you tried to boot in VGA mode?
