I don't see anything unusual in performance report. Am I looking for any thing special? In Reliability Monitor, I see a couple of entries but it is coming up saying IE can't find the file specified. Under application log, I get "Event filter with query "SELECT * FROM __InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected."
Under system, I get "The following boot-start or system-start driver(s) failed to load: TfFsMon, TfSysMon" Also, "Unable to initialize the security package Kerberos for server side authentication. The data field contains the error number."
Under apps and system, I see no errors there.

TfFsMon belongs to PCTools - do you have that on the system?
Basically what you're looking for will be red or yellow in color (red being an error, yellow being a warning/caution).
Try digging a bit deeper into the Event Viewer.
Go into the Applications and Services Log...Hardware Events
And the Applications and Services Log...Microsoft...Windows category - and look at anything with Diagnostic in it, Kernel, Resource, Winlogon (and anything else that you may find while browsing around in there).
Basically what you're looking for will be red or yellow in color (red being an error, yellow being a warning/caution).

Yes, I have PCtools. Under diagnostics, performance I get this error upon boot up "This device took longer to initialize, resulting in a performance degradation in the system start up process:

Does the PC Tools have an antivirus component? If so, AVG and PCTools may be fighting each other.
Download a fresh copy of an antivirus of your choice
Disconnect the wire to your internet connection
then uninstall both AVG and PCTools
Reboot (checking to see if this helps) and immediately install the new antivirus.
Then connect the wire to the internet and immediately update the antivirus.
