BleepingComputer.com: Can't create outook template

I looked around and for some reason I can't create a email template in outlook 2007.
I found this:

Save the email as a template. Select the "Office" button, and then "Save As" in the "Save as type" drop-down list. Select "Outlook Template." Give the template a name, and choose a file location, or accept the default folder of "Templates." Click "Save."

BUT there is no option in the SAVE AS drop down menu for Save As Template....

I don't use Outlook. However I do use other Office applications.
When I want to save a Document or Excel Template I click on File on the toolbar and select Save as.
In the dialog box that opens, I click on the down arrow at the end of the box that says Save as type and this gives me the options to save the file as a template (amongst other things).
