My DV2000 notebook has an absolutely terrible cooling system, and when my GPU surpasses 190F (usually during gaming), the laptop automatically dethrottles the cpu and framerate drops dramatically. Iunno what this is exactly, but is there any way to turn this function off? In case anyone is familiar with this occurrence.

You can't turn this off, this is to keep the CPU from overheating and dying. There are three things that I can suggest, take a can of air and blow the computer out, put something under the corners to elevate the bottom, purchase a laptop cooler.
