Recovery Drive Problems

I was unaware that my new Dell 530 Home Premium with Windows Vista was creating backups in my recovery partition until I noticed that my 10 gigabytes of recovery space was nearly full. Now I have programs in that space that I no longer use or want. I tried to delete these programs without success and now I am unsure exactly how to go about removing them. I scan my computer each day with 6 different anti-malware, antispyware, anti-virus programs and once a week with Windows Live Onecare and Windows Malicious Software Removal Tool. If I scan only drive C, this takes about 3 hours a day but if I scan both drives C and D it can take up to 4 1/2 hours to complete. Most of this extra scanning time is caused by backup zipped files containing Microsoft Visual Studio, Visual Basic, Library's. Could someone please explain how to remove these files without destroying my recovery partition? Thank you.

What sort of backups are going onto the Recovery Partition?
What program is putting them there?

Is this the dedicated Dell recovery partition (with recovery files installed) - or is it one that you created?

I believe it was a complete backup performed by windows backup and restoreand it is Dell's recovery partition.
