BleepingComputer.com: Problem with the taskbar

I have a problem when my computer had a lot to installed, I installed all of the stuff but when I canceled one of the installment like restarting when it was still canceling problem start to happen like the wallpaper change to a color and also something Chinese popped up but I don't understand it so can someone please translate it and so I started to install everything without mess with anything but after the installing was done some how it turn the task bar to classic view and I tried to change it with taskbar and start menu properties but nothing and I also went to the control panel but it did not change so I'm stuck and don't know what to do. Did I mention that it was the window update thing like a yellow exclamation mark shield because that when I started to install things with like service pack.
