Control Panel and games will not display-Vista Control panel opens without icons, games don't run

Called by a client saying that she can click on games, gets the little round circle, but then nothing happens. I tried it and she is right. Went into control panel to see the system logs and while the control panel opens, there are no icons.
Seems I've seen this before, but I can't remember what causes it. Any ideas?

Thanks for the info. I'll give it a try (downloading as we speak). I just don't see too many Vista machines here.
