Copy/Paste disabled, Windows Services Won't Start

I was advised to start a new post here because all of the services are not starting, which is preventing me from completely fixing the computer. Here are the specs:
Compaq
R4000
XP Home
SP2
The copy/paste feature is still disabled and I can't connect tothe internet because the service won't start. I was advised to do a repair, but I'm not sure how to do that. I do have XP SP1,2,3 along with a Recovery Console CD.
Any help would be greatly appreciated.

While the registry is open,
Please Reboot the computer, and press repeated F8 till the Safe Boot screen shows. Please use the arrow keys and highlight Last Known Good Configuration and press enter please.
This will reverse the changes made to the System Services.
Please tell me your results!

You can use Windows File Protection to repair the system files if they are corrupted.
Go to Start > Run and type or copy and paste in the Run box: sfc /scannow
(note the space between sfc and /)
It launches Windows File Protection. It may takes a while (minimum 20 minutes if your computer is fast) to check the integrity of Windows system files and if needed replaces them.
You may need your Windows installation CD.

Please perform the following:
- Go to Start > Run, type services.msc and hit Enter.
- In the right panel under Name tab find Cryptographic Services.
- Double-click on the service and set the Startup type to Automatic.
- Under Service status click Start.

Here is the message I get when I try to start any service:
Could not start the "Service Name" service on the Local Computer. Error 1068: The dependency service or group failed to start.

An easier option for you is to do a repair install then update the Windows. After doing the repair install disable auto-protect or real-time protection of your antivirus and install SP3 right away.

If this service doesn't start you have to think of something else. Have you tried to restore the system back to a time prior to the problem.
