Bluetooth problem

My Bluetooth software does does not work in spite of the fact that the install went fine. I am told the software is ready to use. Say what? When I double click the Bluetooth icon I am supposed to see the window to start the pairing but I get the My Bluetooth Places. Can't do anything there. Technology sucks sometimes. This is the second Dongle I have bought.

All I wanted to do was to be able to upload pics from my Bluetooth enabled Cellphone to my PC. Now I can't get to the window to pair.
