Need help remembering an old game.

I'm trying to figure out what game title is about this game I played a long time ago.

It had something to do with a boy going through levels, avoiding bad obstacles like bombs, water, etc. Its like an adventure game that also have movements going one square at a time when you press the directional arrows on the keyboard. I used to play that game on an old computer system probably called Windows 3.1 or something.
Also this is my first post so a lot of answers and reposts would be nice! Thanks

I was thinking exactly that.. Maybe it was like, Megaman.. Since this is like.. 1992..

Does anyone know about this game that you have to shoot people and you have a ball inside ur ball and half of it is sticking out. The graphics are sort of like bomb it from y8 but you dont use bomb.you use flying balls to shoot.
