Other than Adobe itself, Is there a legal program that converts a document to PDF and also back to Word? I am trying to avoid buying the full Adobe program to save cash. Thanks.

I don't know of any Freeware that is worthy of mentioning. But if $30.00USD is in the budget take a look at Foxit PDF Creator.There is also a try before you buy option so you can see if it will work for your needs.

I use Nuance's PDF Converter 5 (may be higher version now)
It runs pretty cheap, I think around $30 and it does a really good job. Digital created PDF's (say you print to a pdf creator from MS Word, etc) convert back to .doc or other formats with almost 100% formatting intact.
Scanned documents that become PDFs are what are harder. Nuance's OCR (optical character recognition) is pretty well, and even retains table formatting when converting to .doc
Give it a try, I think there's a full-functioning demo.
