BleepingComputer.com: simple tech external drive

I have been using a simple tech external drive on a mac, now I've tried using it on a pc and the pc cannot read it.

I know this is an issue with formatting. Now on a mac u can do this through utility drive and change setting to ms dos or whatever.

But what can't figure out is how to do this on a pc windows XP. Does anyone know how to access the external through a pc.

Why can't PCs be as easy to use as macs. If anyone knows how I can fix this problem in anyway please let me know. your replies are greatly appreciated.
