Windows Contacts corruption

1st time poster and hoping for some help here.
My Windows Contacts seems to be corrupt. When I open the application I get a Windows Explorer like interface showing a small number of entries. When I double click on one of these entries I get a brief flash of a window opening and closing but no data. Also, there seems to be no facility for creating a new contact.

Is there some way I can reinstall the Windows Contacts application or component?
