You may have autohide turned on
Start - Settings - Taskbar & Start menu
See if Autohide is checked & make sure that Always on top is checked

Not really. It could be there but you can't see it as such. Just use your mouse and drag the bottom lip on the screen to see if its been minimized out of sight.

CTRL-ESC should pop up the start menu and taskbar

wow cool, that worked but I must say that was an unfair test seeing that I could still see the task bar when I did it! The real test will come when it goes away on its own and I try to get it back! I can't wait to try it! Thank you!
