I've dealt with a lot of sound issues, but this is really weird. The computer can play all sounds, but when Windows tries to trigger them, nothing happens. For example, I can hear everything from WMP / iTunes / the Internet, etc but when I'm going through folders, I don't hear the click, nor do I hear startup / shutdown sounds. what makes it weirder to me is that when you go into the sound preferences, you can play them. I'm running XP Pro SP3 with AMD Sempron 2.0 GHz, and 1.5 G of RAM. If this helps, this is what's running all the time:
Windows Search
Stickies
WinFlip
CPU and RAM Meter
AVG Free
TrueTransparency
I don't think any of these should do anything. I noticed this after I installed TrueTransparency and WinFlip, and I uninstalled them and noticed the same thing. Plus, I can't hear the logon sound which is before any of these load. I even tried uninstalling and reinstalling the sound driver. weird.
