Ok, I have this color (#3399FF) and I want to colorize this image I just made in Adobe Photoshop CS2, however in Adobe Photoshop CS2 (and the original CS) it has a scale of each color from -100 to 100

Cyan=-100% to Red=100%
Magenta=-100% to Green=100%
Yellow=-100% to Blue=100%

Does anybody know how I would go about converting this hexadecimal color (the bg of my new website) to this weird scale Adobe uses?

You're right, you can't, not in that window... if you want, I can try to change it to the color you are looking for, then i'll record the steps so you can do it. I think it's possible, but I can't remember how without it being right in front of me. I'm at work right now...
