Firewall Warning (but not really?) It says its off, but its on

Using Windows XP Home.

I've been getting a popup message in my system tray saying that my Windows Firewall is turned off, but when I go to Security Center, it shows that it's on. Unlike other false firewall warnings, this doesn't tell me I'm infected, or try to take me someplace to download any software.


I've run AVG Free version, Spybot, and AdAware, but the message still comes up frequently.

Are your Windows Updates and Service Packs current?

Naturally. However, the point is moot because I had to reformat the drive. Now my problem is that I can't boot from either CD drive in order to reinstall Windows. Any ideas?
