If we switch to wireless service do we still have to pay for an ISP like Juno?

Unfortunately you still need internet access regardless of whether you are using a wireless access point or not. Going wireless simply means that your computer is not physically attached to your internet source.
Think of it as using a cell or cordless phone. You don't need wires like with a standard phone but you still need an account with a phone company.
