Will AGP videocard work?

With a P35 or P45 intel mobo? Its a ATI 9800 Pro.

You're not going to find AGP on a newer chipset like those. If you want one of those chipsets, you might be able to find a motherboard with integrated Nvidia or ATI graphics that are about as good as that card. Then if you wanted to wait and save up money for a new graphics card, you can.

Will a 430 W powersupply be enough for a Ati HD3850 Pro 512MB GPU and Q9550?

According to a GPU manufacturer, and the product page on Newegg, A 450 watt power supply is suggested. That is just a bare minimum, I would go for a 500W to cover everything.
