Confused about symmetric multiprocessing Esp. when dealing with XP support thereof

XP pro can deal wtih two symmetric processors.

Does that mean that a dual core counts as two processors? Or I can have two identical dual-core processors on board (ie, 4 cores) supported by XP pro? I always thought multi-core and multi-processing were one of those "similar but different" things, and it tends to get me easily mixed up.
