Hi guys, i am a Computer tech. and have come across a computer that has vista 32 running and has a matbleepa uj-860s dvd drive. When inserting a blank dvd and then format in UDF, the format gets to 95% and then returns a message saying "unable to complete format".

Can anyone help out with this problem?

Since you are a computer tech, why waste time?

Swap DVDs first, any change? Swap out the drive (I know its a slim drive, likely in a notebook), and see if that makes a difference. I'd be willing to put some money on it being a bad DVD drive. Should be a 20 minute diag (assuming you have another drive available).
