Don't know about Drupal.org , but 1 & 1 is the web host I have my web sites hosted on. So far I haven't had any trouble with them. I got two free domain names with my package which costs me around $25 every six months.

As far as I can tell it's only been down once since I've been there and a phone call to tech support had it back up in about a half hour.

I don't know much about the advanced features of their hosting packages as my sites are simple html/css pages, and I have no need for a database or dynamic content generation.
