Windows error recovery

I have a dell inspiron with windows vista basic. Vista will not start i get a black and gray screen with the following:
Windows Error Recovery
Windows failed to start. A recent hardware or software change might be the cause.
If windows files have been damaged or configured incorrectly, Startup Repair can help diagnose and fix the problem. If power was interrupted during startup, choose start windows normally.
Launch Startup Repair (recommended)
Start windows normally


I have tried both options neither of which work and it comes right back to this screen. I have also tried the f8 key and tried to start in safe mode but still come back to this screen.

Any ideas or help or am I just another Vista victim.

If your Dell has a diagnostic routine built in - try that. If not try a bootable hard drive diagnostic from the manufacturer of your hard drive. The most common one's are listed here: http://www.bleepingcomputer.com/forums/topic28744.html
