ATI TV Wonderpro 650 not recognized in device manager

I'm trying to help a friend with their ATI TV Wonderpro 650. He had the machine built about a year ago, and never tried to use the card before. The card is installed, but is not recognized anywhere in the device manager. We tried two different PCI slots, rebooted both times but didn't get the new hardware found message. We installed the software, but the card is still not listed in the device manager. Any suggestions since ATI says it is Vista certified?
