My icons move on their own... and my time zone has a mind of its own

Whenever I turn on my computer, my desktop icons swap places and sometimes my time zone is 4 hours fast... I'm like
I know it is not being changed by me, and I am the only one using the computer... seems a little fishy but if someone could help me I would appreciate it.

It was a question - but the answers make it less likely that it's a CMOS battery problem. But, I will note that I bought a brand new Asus motherboard several years ago and that battery died around the 4 month mark.
I'd suspect other issues before cracking the case open and changing the battery.
Let's tackle the icons first....
Open up the registry editor (go to Start and type in "regedit" (without the quotes) and press Enter).
Navigate down to the HKEY_CURRENT_USER\Software\Microsoft\Windows\Shell\Bags\1\Desktop key in the left hand pane.
Let us know the data values for FFlags and Sort
