One computer's slow connection affects every computer on network When I unplug the problem machine, all is well

I have a very frustrating problem. I have a 5Mbps connection. When I have my main computer plugged into the router, I get download speeds topping out around 400 Kbps. Upload speeds are unaffected. When the problem computer is disconnected, everything's fine. I've called my ISP, and they say I'm getting around 30%-60% packet loss, but only when the main PC is connected. I'm not running any P2P programs or anything. The computer has a A8N-SLI Premium, so 2 ethernet adapters and the problem is the same on both. I get the same slowdown when I connect the computer directly to the modem. I've reinstalled drivers and even reinstalled Windows and nothing works.
