Unable to maximise Browser Windiws

Hi I am looking at a PC which has an expired version of Norton Antivirus on it. The problem is that when you try to open web browser window it immediately goes minimised and you can't maximise it. IE and Firefox are both affected. You can run them fine if you boot in safe mode. It has been suggested to me by a friend that the Norton could be at fault or that it might be a Virus. Has anyone come across this before or have any suggestions as to what is causing this?
