Allowing Unrated Pages In Vista Business

I want to allow all unrated pages to open in Vista business but to do that I have to gain access to IE, but Vista won't allow me to open IE as it is unrated! I would be very grateful for your advice.

Has "Parental Controls" been set in place on this computer?
