It's been a while since I did this but I guess I am missing a step. On our firewall, the ftp settings should be as follows right?

WAN - outside IP
LAN - Ip of the server where the ftp files are located


In IIS, I have created a FTP site and I think the settings are correct but the ID and PW i set up will not work and I can't get to it from outside the LAN.

I'm sure I am doing this all wrong....

Do you have ports 20 and 21 forwarded from your outside connection to your internal?
