Uninstalling With Cmd Is It Possible! Vista cmd uninstalling programs

hi i have a question does anyone know how to uninstall a program by using CMD I have vista home premium hp pavillion dv2214us the problem i have is that i cannot get back to windows i already tried getting in by safe mode but it wont work also i tried safe mode with cmd but still it doesnt work

i pressed f8 and went to repair and from there i saw that there were diffrent options ex: repair , cmd and many others. The only Two programs that im trying to use is CMD and REGEDIT but have little experience in using this programs will anyone help uninstall a program using CMD and is it possible to get to contol panel using CMD. i will apreciate for all the help

Last question how could i back up all my information does it work by going to system recovey and backup or is there another method
