http://www.bleepingcomputer.com gets me to BC's front page.

Using SamSpade, I see that the equivalent IP is 216.213.19.27.
If I go to http://216.213.19.27 I also get to BC's front page.

www.cnn.com translates to 64.236.16.52.
Both http://www.cnn.com and http://64.236.16.52 get me to CNN.

However.....

www.windowsstartup.com translates to 213.171.219.194.
http://www.windowsstartup.com gets me to WindowsStartup but
http://213.171.219.194 gets me to a "Site not found".

Can someone explain to me why this is the case?

They may be doing host based virtual hosting. That means unless you point it to a specific domain name, it wont redirect you to the proper website running on that server because it matches the virtual website based onthe domain provided
