Have you checked to make sure all the connections are connected properly?
Can you get into the BIOS?
Have you tried booting without the graphics card?(boot from onboard)

I had a similar situation when I changed motherboards and CPU...turned out that I had bent some CPU pins which, when straightened, corrected everything.

In that case...reseat your video card and RAM...that's about all that I can think of.

i we tried putting the card into another computer, and it ran on the computer just fine, despite a few blue screens and twitchiness. so this makes me wonder. even if the card is messed up, it should at least allow something to show up on the screen.

Not necessarily...a constant problem with no other contributing factors...yes, that might be a valid conclusion.
The fact that you had BSODs with the video card on another system certainly indicates a problem with the card in my world.
That, combined with the possibility of problems with the motherboard, PSU, monitor, etc...would keep me working on it.
