ok so I've gotten it to boot from the CD and I've encountered another problem. It goes through the motions of installing the OS but when it gets to where it says "starting windows" it cuts to a blue error screen with error = stop: 0x0000007B (0xF78D2524, 0xC0000034, 0x00000000, 0x00000000) it says I need to run a diskcheck, so I'm assuming either something is wrong with the hard drive, I installed it wrong, or there's some unknown factor idk about. I am about 90% sure I installed the hard drive right, I got the power adapter and the right cord for the mother board. everything's connected no jumpers. I just don't know, should work in theory...

You set the BIOS to boot to the CD drive, correct? Is this the only hard drive in the machine?
