Which One Needs An Upgrade? question about AMD vs Intel

my little brother is trying to run CallOfDuty4. it is glitchy and wont run at a steady FPS rate even when on lowest quality. he thinks its the video card but since he has an AMD processor, and i have no knowledge of AMD, i was wondering which needs to be upgraded.

computer spects:
processor=AMD Phenom 8400 Triple Core 2.10Ghz
VideoCard=nVidia GeForce 6150 SE nForce 430
RAM=3gb

thats all the info i have right now, and im not at my place of residence so cant check the rest for awhile. if you can tell me which to upgrade to make his computer better for gaming that would be great.

i also have another question.
i currently have a Pentium4, and am going to have to buy a new motherboard no matter what, so i was wondering the difference between AMD and Intel processors.

i was already planning on getting a Core2, but someone said AMD processors are better. so what is the best processor i can get for around $100-$120?
i am going to be using it for gaming so if that makes any difference...

It's the graphics card. What he has is integrated graphics, graphics built into the motherboard, and they're not really made for gaming.

In general, the Intel Core 2 Duo's are better than AMD dual-cores, tri-cores, and in some cases the quad-cores. The thing is AMD processors are cheaper. For your price range, the best processor would be this http://www.newegg.com/Product/Product.aspx...N82E16819115052 .
