When I try to install this plugin it locks up my laptop (using Vista) and with my desktop (Windows XP, Dell XPS 400) it
starts the install process and part way through it gives some problem about atl71.dll and says "Access denied".

Got it installed on my laptop but still having the afore mentioned problem with the desktop.

Were it me, for such a little used plug-in, I would go right to the person that developed the plugin.
