This is bizarre. The rating thing will not work. It just stays at "Unrated". When I click on the link to rate my computer's performance the box that says "Rate and improve your computer's performance" at the top will appear, but the rest of the box will remain blank. Is there any way to fix this???

Have you run/added any programs that might be interfering with the services that are required for this process to operate? (the actual executable for the program is located at C:\Windows\System32\winsat.exe.
On my 64 bit version of Windows it runs with these parameters:
"C:\Windows\system32\winsat.exe" formal -cancelevent c085d6c2-6d28-4aae-880e-bbaa9e1c9c82
Here's the syntax of winsat.exe from the Command Prompt:
Maybe try running it from the command line with the -xml switch to save the output to a file?

The '-eef' switch can be used to enumerate extra features such as
optical disks, memory modules, and other items.
Other command line paramters include include:
'-v' enable verbose output
'-xml <filename>' save the XML output to 'filename'
Running the "winsat dwm" command will re-assess the systems graphics
capabilities and restart the desktop window manager.
Please see the online Command Reference for more information
on the command line parameters used with the other assessments.
