System Admin need help

I try to remove / uninstall some unneeded stuff in my control panel and i get the message "System admin has set polices to prevent this installation"

Is this a work computer, or is it a home computer?
Are there any other people that use this system as an Administrator?
Are there any protection/tweaking programs in use?
Have you scanned for viruses/malware recently (with updated definitions)?
