Properties Displaying Wrong Cpu Speed and i'm on a pc

but i'm still really confused as to why it displays 1ghz in properties..

Do you have AMD Cool 'n' Quiet enabled? Maybe that's why it's saying 1GHz?

I'd also like to mention that after restarting my computer my processor (this worked ONCE) would display the correct speed and the game ran the way it should.. now that I restarted it again it's back to the same thing..
editedit: after restarting my computer and immediately checking system properties it would display 1.8 ghz, then if i closed reopened each time it would just jump around from anywhere between 1.5 and 2. if I immediately start playing the game after the computer starts, it will run fine, and cpuid displays 2ghz, but ONLY when i check properties immediately after starting up the computer..

When you check properties in my computer right after it starts, it's still 'starting + loading apps up', (so the processor is working), that's probably why it's @ 2GHz.
After the computer has started up all its apps, it's idling, so the processor speed drops back to 1GHz.
I believe if the game is running and it takes a lot of processor power (or any other processor-intense apps), the clock speed will go up.
That's what's on my computer, anyway.
