Can't Install Norton Anti-Virus(2003) Please help

I uninstalled norton antivirus a couple of days ago, and now I can't reinstall it.
I also removed some programs assosciated with Norton Systemworks, 'Livereg' and "livedefinitions' or something..
Every time my computer boots up now, it says 'NAV AUTO PROTECT- Unable to read the configuration files'

Regarding installing it:
I launch the Norton Systemworks CD installation, it starts installing and when it gets to the Antivirus part of the installation, it stop and says 'please insert the disk: Norton Antivirus'. I am confused because, the Cd is already in the drive.

So I tried installing the contents seperately, the rest of the utilities with antivirus unchecked, and everything installs fine. Afterwards i tryinstalling justAnti-virus and I still get the same msg 'insert the NAV disk'.

I then copied the NAv setup files to my computer, then tried installing from there, then it says ''the system administrator has set policies to prevent this installation'


Has spyware, or a virus disabled a registry entry that is disallowing me from installing, or is it something simpler?

PLEASE help.

May want to try and completely remove NAV before trying to install norton system works
