Clock Fix? Clock stuck on 24hr

I recently had a spyware issue with my system that neither Nortons or Windows defender could fix. I was called SpyShredder. Its one of those things that get in and drive you nuts trying to get you to pay them money to remove it. Anyway: I did a search and thats how I found this site. I found and did a fix, and it worked. I had to DL and run a thing called SmitFraudFix. It did its thing and got rid of my problem. It changed a few of my personal preference setting them back to default and I had to go through a tweak some stuff. But It changed one thing that I cant for the life on me find how to fix. It changed my clock to read 24hr instead of 12hr. I been all over this thing trying to find a way to change it back to 12hr. I use Windows Media Center as a DVR to record my favorite tv shows and even that is in 24hr. I even went into the BOIS to see if I could change it their. If somebody know how to fix this I would be greatful for the help.
