Internet Speed

I have a download speed of 3500Kbs which divided by 8 gives me an upload speed of around 420Kbs but i am only averaging about 25Kbs

How can i speed this up.. I tried it on my wireless laptop and also on the wired pc but speed is the same no matter what time of day it is, its always roughly the same
